TEEN HOUR: Others from Orange County busy in Washington today are Sheriff Brad Gates and a group from Drug Use Is Life Abuse, which he helped found. They’re attending a three-day national drug conference. . . . A highlight for the Orange County contingent: 18-year-old Sara Kinser of Orange and 16-year-old Jessica Hulsey of Cypress will address the conference--Kinser on local youth drug programs and Hulsey on a more personal topic, her own family’s drug crisis.
