South Carolina Athletic Director Mike McGee, formerly of USC, said he helped develop the self-imposed penalties included in the school’s report on NCAA rules violations in the basketball program. The report detailed five recruiting violations committed under Coach Steve Newton, who announced Monday he would resign after the season and become an assistant athletic director for the remaining two years of his $102,000-a-year contract.
