END TO FREE LANCE? The county is ready to join Orange County cities in their struggle against graffiti artists. Supervisor Gaddi H. Vasquez is so angry he’s asking the board today to appoint a graffiti task force of county agency leaders. . . . “The destructive work of so-called tagging crews and hip-hop free lancers is creating a blight along our freeways, in our streets and in our neighborhoods,” Vasquez says. “Even our trees have become targets.”
