IRVINE : City OKs 3% Raise; Police Excluded

The City Council has unanimously granted a 3% pay raise for all city employees except police officers.

The police union and the city have been unable to agree on a labor contract since January, 1992, and have declared an impasse in negotiations.

Two other employee unions received the pay increase and one-year contracts that call for the city to pay the 2% increase in employee health insurance costs. The contracts with the Irvine City Employees Assn. and Irvine Professional Employees Assn. also include slight changes to layoff procedures and allow extra pay for bilingual employees who use their language skills on the job.

The council, voting Tuesday, decided to give non-union city employees the same pay and benefit increases. The pay raises, which are retroactive to Jan. 1, will cost $1.5 million this year.

Employees went without raises last year as the city struggled to balance its budget.
