Identifying Lost Pets

The new method of identifying lost pets by ID implants, which is being introduced by Ventura County Animal Regulation, sounds great. But surely it is a service which should be offered to owners when licenses are purchased. Most lost dogs have been stolen and the first action of thieves is to remove identification.

Also, at a time when budget limitations are being imposed on an already underfunded department, and inasmuch as more cats than dogs are handled, it would seem only fair that cat owners should be expected to share the expense as well as the advantages of the new program by payment of equal licensing fees.
