HE’S BAD! Collecting photographs of vanity license plates has been a longtime hobby for Costa Mesa schoolteacher Ellen Butler. She recalls that 10 years ago the chief accountant of the Newport-Mesa Unified school district got miffed when she shot the plate on his Fleetwood Cadillac. She’s still got the picture. . . . The license plate belonged to Stephen A. Wagner, awaiting sentencing after admitting he ripped off up to $4 million in district funds. The plate: “S WAGNER.” And on the frame: “Damn I’m Good!”
