A summary of selected Los Angeles City Hall actions affecting Central Los Angeles in the past week.

CITY COUNCIL

APPOINT: Approved the appointment of Eva O. Caldera to the Board of Telecommunications Commissioners. Caldera, who lives in the 9th Council District, replaces Robert Abernathy, who was appointed to the Metropolitan Water District Commission. Caldera’s term ends June 30, 1995.

BOOKS: Councilman John Ferraro is requesting that the Connie Martinson Talks Books program be aired over the city’s Cityview 35 cable channel. The program, which features interviews with prominent authors, encourages viewers to read and visit their local library, Ferraro said.

GRAND HOPE PARK: Approved an agreement by the city, a nonprofit association and property owners to operate and maintain Grand Hope Park, under development in Downtown between Hope Street, Grand Avenue, Olympic Boulevard and 9th Street. Councilwoman Rita Walters, in whose district the park is located, opposes the plan because it is expected to include a security fence, which, she said, would impede access. Passed: 12-2. Voting yes: Richard Alatorre, Joan Milke Flores, Mike Hernandez and Nate Holden. Voting no: Walters. Absent: Mark Ridley-Thomas.

GENERAL MANAGERS: Approved a request for City Atty. James Hahn’s office to prepare a measure for the June 8 election asking voters to decide if general managers and assistant general managers of city departments should be exempt from civil service. If the measure passes, the council would be able to recruit, select and remove these employees. Passed: 9-5. Voting yes: Braude, Ferraro, Galanter, Ridley-Thomas, Woo and Yaroslavsky. Voting no: Holden.

HOMELESS FUNDS: Approved submitting an application to the federal government for $924,000, which would be used to provide services and shelter for the homeless. Passed: 15-0. Voting yes: Alatorre, Flores, Hernandez, Holden, Ridley-Thomas and Walters.

NEW LEASE: Approved a five-year lease renewal for about 1,680 square feet of office space at 5220 W. Washington Blvd. The building houses the city’s Housing Preservation and Production Department, which provides federally subsidized loans for the rehabilitation of affordable housing. Rent for the first year is $19,958. Passed: 11-0. Voting yes: Alatorre, Flores, Hernandez and Holden. Absent: Ridley-Thomas and Walters.

SETTLEMENT: Approved spending $125,000 to settle a lawsuit filed by the family of Julio Moran Aguilar, 17, who was shot and killed by two Los Angeles plainclothes officers Oct. 31, 1990, in Central Los Angeles. Passed: 10-0. Voting yes: Flores, Hernandez, Ridley-Thomas and Walters. Absent: Alatorre and Holden.
