Unarrested Development: Georgia rap group Arrested Development took top honors in the Village Voice’s annual pop music poll, with its debut recording “3 Years, 5 Months and 2 Days in the Life of . . . “ named the best album and “Tennessee” voted the best single of 1992 by more than 250 critics nationwide. The remaining Top 10 artists in the album category were Pavement, R.E.M., PJ Harvey, the Beastie Boys, Los Lobos, Sugar, Sonic Youth, Tom Waits and Basehead.
