BELL GARDENS : City Workers Serve Notice of Plan to Organize Union

An AFL-CIO union leader representing two dozen Bell Gardens employees has notified the City Council that the workers intend to organize and has asked the city to appoint two representatives to negotiate a contract with them.
The employees--all City Hall clerical and support staff--said they have been shaken by the tumult in the city since the recall of four City Council members more than a year ago. Several employees have privately expressed fear of losing their jobs and, although protected from arbitrary dismissal by city personnel guidelines, said they want the additional job protection offered by the Service Employees International Union Local 347.
