SICK ART: At the Westminster Avenue and Newhope Street intersection stands one of five billboard’s offering a $25,000 reward for information about the murder of Garden Grove Police Officer Howard Dallies. Willis. . . . The police say they rarely call attention to graffiti vandals but felt that this was too offensive to let pass.
