* Gary Armstrong has been promoted to senior vice president in charge of the regional offices of Robert Bein, William Frost & Associates, an Irvine engineering, planning and surveying consulting company. He will be responsible for managing the operations of the office in Camarillo and for coordinating projects in San Diego and Sacramento. Armstrong joined the firm in 1979 after working with the California Department of Fish and Game.
