START YOUR ENGINES: Racing promoters said Wednesday they will seek county permission to turn a 120-acre Antelope Valley almond orchard into a $10-million auto raceway and entertainment complex (B11). . . . The proposed dirt oval racetrack would be the first in Southern California since Ascot Park Raceway in Gardena closed in November, 1990. “There’s nothing like this anywhere in the Southland,” said Jeff Zee, a promoter. Some quiet-loving neighbors say they’d like to keep it that way.
