SAN JUAN CAPISTRANO : School District OKs One-Year Contract

Citing the tough economic times, trustees in the Capistrano Unified School District approved a one-year contract Monday with its 1,200 teachers, counselors and psychologists that lacks any cost-of-living salary increases.
“We appreciate the fact that they understand our school system has had to tighten its financial belt, just like the rest of the state,” district spokeswoman Jacqueline Price said.
Under the contract, some teachers, however, will be eligible for small salary increases if they move up a step in the district’s salary scale.
The contract, which is retroactive to July 1, 1992, also includes smaller “housekeeping” items that will improve working conditions, said Lois Anderson, president of the teachers’ union, the Capistrano Unified Educators Assn.
“There was a willingness to cooperate based on the budget situation,” she said.
In the “unlikely” event the district receives more money than expected from the state, all teachers could receive a raise, Anderson said. The district budget for this year is about $117 million.
The new contract will cost the district an additional $2.2 million due to increases for those moving up on the salary scale and increases in health and welfare benefit costs.
Work is already underway on a contract for the next school year, Anderson said.
