CAN WE TALK? Nonprofit mediation agencies do more than cool down confrontations between hot-headed students (A1). The five agencies in Orange County help settle disputes between neighbors, between landlords and tenants, between juvenile offenders and their victims. . . . The county reports that during the last nine months, about 68% of all mediation proceedings were “resolved.”
