Horace Norton (Bud) Anderson, 68, first city editor of the Orange County Edition of the Los Angeles Times. He was city editor of the Santa Ana Register (now the Orange County Register) for four years and briefly ran his own public relations agency before joining The Times in 1957. On Wednesday in Santa Ana of cancer and a stroke.
