WASTE NOT: First they asked us to recycle. Now comes an idea that’s sure to make you take a second look at composting. Harrison Industries, the trash collector for five cities and all of unincorporated Ventura County, may start charging by weight. It’s only fair to customers, said recycling coordinator Tom Chiarodit, noting that the state is demanding a 50% cut in landfill use by 2000. Harrison has started weighing trash in Montalvo to see how much people squeeze into a barrel. The winner so far: 167 pounds.
