Wiebren Veenstra of the Netherlands became the first double stage winner and countryman Jelle Nijdam retained the overall lead in the fourth stage of the Tour DuPont.
Veenstra won by four bike lengths in 4:03:19 for the 110.8-mile Pen Mar Park, Md., to Hershey, Pa., road race.
Davis Phinney of Boulder, Colo., was second in the stage.
