Pasadena : Lottery Panel Appointment

The state Senate has approved Gov. Pete Wilson’s reappointment of Pasadena accountant Daniel Apodaca to the Lottery Commission, despite a complaint that he had not served his watchdog role.

The 30-3 vote last Thursday followed an unusually caustic exchange between Senate President Pro Tem David Roberti (D-Van Nuys) and Sen. Tom Hayden (D-Santa Monica), who led opposition to the nomination.

Hayden, a frequent opponent of Wilson appointees, criticized Apodaca for several votes on the five-member commission, particularly his support for a $400-million lottery contract for GTECH Corp. even though GTECH was the only bidder.

A governor’s audit panel said there were “troubling questions” about the contract, but said it found no evidence of fraud or misconduct.
