A vote for Charter Amendment 3 on June 8 would remove future city department managers from civil service regulations and require them to be more responsible and responsive.

Now, covered by civil service rules, it is almost impossible to remove or even influence managers when they are ineffective or unresponsive to the changes and challenges in Los Angeles. The furor over when former Police Chief Daryl Gates would leave showed how disruptive this can be.

This measure would not remove civil service protection for those now so covered but would assure that any newly appointed managers could be held to standards of performance that are necessary to see Los Angeles into the 21st Century.

The League of Women Voters of Los Angeles urges a “yes” vote on Charter Amendment 3.
