State Landing Tax Rejected: California’s budget crisis didn’t get any better when Los Angeles Superior Court rejected a 1991 state law imposing an $85 fee on airlines every time they land for agricultural inspections. The court called it a case of double taxation because the federal government taxes the same thing. The state was ordered to reimburse air carriers for fees paid over the last two years, a sum estimated by the Air Transport Assn. at $2.7 million.
