SIMI VALLEY : City Revises Law on Placing News Racks
The Simi Valley City Council has unanimously approved a revised law regulating the placement of news racks on public property, such as sidewalks.
The new law, adopted Monday, is designed to protect the free-speech rights of publishers while continuing to make sure that news racks do not create public safety hazards for drivers and pedestrians, said Ronald C. Coons, Simi Valley public works director.
The measure requires news rack owners to obtain an annual permit from the city. Applicants must provide identification, proof of insurance and proof that they have obtained a local business tax certificate.
The city’s public works director must approve the news rack location. The law specifies the maximum size of a news rack and where a rack can be placed in relation to crosswalks, fire hydrants, driveways, bus benches and display windows.
