Forty-one gay rights activists were arrested at the Federal Building here Tuesday protesting President Clinton’s “don’t ask, don’t tell” policy on homosexuals in the military, federal police said. A crowd of about 800 protesters gathered outside the building to protest Clinton’s decision. After half an hour of speeches, about 50 people attempted to enter through the front revolving doors and 41 were arrested.
