DANA POINT : Ex-City Manager to Receive $23,000

Former City Manager David Elbaum, who resigned last week under pressure from the City Council, will receive $23,000--or three months’ salary--as part of his severance package, Mayor Judy Curreri announced Wednesday.

Elbaum, 41, worked his final day Tuesday and then left for a short paid vacation. Rita Geldert, the city’s finance director, will act as city manager until an interim manager is found.

Elbaum, an Irvine resident and the city’s second city manager, worked in Dana Point a little more than a year. He cited communication problems with the council as his reason for resigning.

Elbaum said he plans to return to working as a consultant. He was employed in the Irvine office of the accounting firm Ernst & Young when he was hired to replace outgoing City Manager William O. Talley last summer.

One name that has been circulated as a possible interim replacement is that of Stephen B. Julian, the interim city manager in Stanton who served as city manager of neighboring San Juan Capistrano from 1981 to 1992.
