Court Rules GM Can Close Plant: In a blow to community efforts to keep alive the 4,500-employee General Motors Corp. Willow Run factory, a Michigan appeals court said GM never promised to keep the plant operating indefinitely. GM announced Feb. 24, 1992, that it was closing the plant near Detroit and shifting its production of large rear-wheel-drive cars to Arlington, Tex. Ypsilanti Township and the plant’s union argued that the company promised to keep the plant open in exchange for $13.5 million in tax abatements.
