Monrovia : Court Allows Ban on Firm
The City Council lawfully denied a conditional-use permit that would have allowed felons under house arrest to visit the Monrovia office of an electronic monitoring firm for monthly check-ins, a Los Angeles Superior Court judge ruled Friday.
In April, council members denied the permit for Linda Connelly & Associates’ office at 1000 S. Magnolia Ave. after hundreds of residents objected to criminals visiting the area. The San Franscisco-based company sued the city in May.
Company President Linda Connelly could not be reached for comment Wednesday but has said the city failed to show why the company should not be in an area zoned for professional services. She said the company, which has a contract with the county to monitor felons under house arrest, had operated from its Monrovia office for six months before the question of the permit was raised.
City Atty. Michele Beal Bagneris argued that council members had the right to reject the permit for a business that was incompatible with the area.
