U.S. Threatens Sanctions Over Rhino Trade: Interior Secretary Bruce Babbitt condemned China and Taiwan for illegal trading in rhinoceros horns and the bones of tigers--both rare animals--in a move that could lead to U.S. economic sanctions against the countries. Under an amendment to the 1967 Fishermen’s Protective Act, President Clinton has 60 days to decide whether to impose sanctions. Babbitt spoke at the Brussels meeting of the U.N. Convention on International Trade in Endangered Species, the world body that regulates trade in wildlife, which urged its 120 members to ban trade with China and Taiwan.
