The City Council will hold a special workshop Tuesday at the Dana Point Resort to hear proposals from three rival groups vying for control over reuse of the El Toro Marine Corps Air Station.

Peter Hirtch, director of planning and community development for Irvine, will represent a group of South County cities that contemplate forming a joint-powers authority; Mark Leyes, Garden Grove city councilman, is scheduled to present the case for the Orange County Regional Airport Authority, formed by three North County cities; and Jack Wagner, the county’s deputy chief administrative officer, will present the county’s proposal.

An open question-and-answer session will follow the presentations.

The meeting will start at 7 p.m. in the resort’s Salon 6 and is open to the public.

The Dana Point Resort is at 25135 Street of the Park Lantern.
