From Times Staff and Wire Reports

A federal judge ruled that the interim government appointed by military dictator Ibrahim Babangida is illegal. Hundreds of people cheered their approval outside the courthouse, but it was unclear if the ruling will have any impact. The crisis triggered by Babangida’s voiding of the results of a June presidential election has been accompanied by many court rulings for and against the military-backed government, with none seeming to carry weight. The apparent winner of the annulled election was businessman Moshood K. O. Abiola.
