Expanding North: Robert Bein, William Frost & Associates, an Irvine engineering and surveying firm, has opened its eighth regional office. The new office in San Rafael, north of San Francisco, will help convert a closed military base in Northern California to civilian use. With more than 300 employees, RBF has offices in Irvine, San Diego, Los Angeles, Temecula, Coachella, Camarillo and Palm Desert.
