COMMERCIAL REAL ESTATE: Cautious optimism may lead more Southern California firms to expand or move up into nicer digs, lowering vacancy rates and stabilizing rents. But office vacancy rates in the six-county region still will be too high for developers and lenders to wade into new projects.
