Council Approves Limits on Ad Leaflets in Residential Areas
An ordinance prohibiting advertisers from distributing leaflets and flyers in residential neighborhoods of Beverly Hills without the consent of the residents was approved by the City Council without comment Tuesday.
The measure, which will receive a second reading Jan. 18, also prohibits placement of advertisements on vehicles parked on public streets or public property. The law does not apply to newspapers or to materials distributed door-to-door by religious or nonprofit organizations.
The measure was approved at the urging of Ellen Stern Harris, Michael Marcy and Betty Harris, who testified last month that advertising material accumulating on doors, porches, yards and driveways is a signal to prospective burglars that no one is at home.
No advertisers testified.
