A summary of selected City Hall actions this past week affecting Central Los Angeles. : CITY COUNCIL

* BUSINESS FACE LIFTS: Approved a proposal to provide grants of up to $15,000 for owners and tenants for improvements to their building facades, including painting, new signs, awnings and general repair. Priority will be given to businesses in the Vermont Corridor, Union-Hoover area and along Washington Boulevard.

* HOME LOAN: Approved a $200,000 loan to Home Ownership Made Easy, a nonprofit group, that will aid in the purchase and rehabilitation of a building at 1600 S. Hayworth St. The building will be converted to a housing facility for homeless disabled people in the Pico/Fairfax area.

* PARK IMPROVEMENTS: Approved spending $270,000 in state funds for remodeling at Ross Snyder Recreation Center. The remodeling will include installing new recreational equipment and security lighting.

* CRENSHAW HIGH: Approved spending $400 in public service money to partially fund general operating expenses for the Crenshaw High School swim program.

* COMIC RELIEF: Approved a proposal by Councilman Mark Ridley-Thomas waiving $16,132 in city permit fees for the Comic Relief VI fund-raising performance for homeless people at the Shrine Auditorium on Saturday.

* ART EXHIBIT: Approved a proposal by Councilwoman Rita Walters waiving $4,600 in city fees to display 100 street banners announcing an art exhibition of the works of artist Roy Lichtenstein at the Museum of Contemporary Art at 250 S. Grand Ave. The banners will be displayed from Jan. 26 to April 3.

HOW THEY VOTED

How South-Central and Eastside City Council representatives voted on selected issues.

* VENDING: Approved a proposal legalizing street vending on a trial basis in eight special districts in the city. The two-year Pilot Sidewalk Vending Program will not be established until the vendors have completed a permit procedure. Passed: 10-4. Voting yes: Mike Hernandez, Richard Alatorre, Jackie Goldberg and Ridley-Thomas. Voting no: Nate Holden and Rudy Svorinich Jr. Absent: Walters.

* REWARD: Approved a $10,000 reward for information leading to the arrest and conviction of suspects responsible for about 30 ambush attacks and assaults in the past six months against city firefighters. Passed: 14-0. Voting yes: Hernandez, Alatorre, Goldberg, Holden, Ridley-Thomas and Svorinich. Absent: Walters.
