Monterey Park Apartment Manager Killed, Sister Shot

A tenant of a Monterey Park apartment building allegedly killed the 40-year-old manager and critically wounded her twin sister Sunday during a dispute, authorities said.

Cesar Valdovinos, 38, fled after the shootings and was still at large late Sunday. He should be considered armed and dangerous, Monterey Park Police Lt. William Young said.

The argument started shortly before midnight, when Valdovinos, a tenant, went to manager Sally Mandeville’s apartment in the 16-unit building to discuss what witnesses told police was a money-related matter, Young said. Mandeville’s twin sister, Shirley Mandeville, was also present.

After the three argued, Valdovinos left the apartment and returned 10 minutes later, and a second argument began, Young said. Valdovinos allegedly pulled a pistol and shot Sally Mandeville once in the head, and then shot her sister once in the head as she tried to run from the living room.

Sally Mandeville died at Los Angeles County-USC Medical Center, where her sister was listed in critical condition.

Authorities asked that anyone with information about Valdovinos call the Monterey Park Police Department or the homicide bureau of the Los Angeles County Sheriff’s Department. Valdovinos is 6-feet, 1-inch tall, weighs 200 pounds, and has brown eyes and dark brown hair. He is believed to have fled in a blue Pontiac Bonneville, license number 2ESN922.
