Borland to Cut 14% of U.S. Staff: Borland International Inc., battered by the fast-changing software industry and its own mistakes, is restructuring for the third time in six years. The Scotts Valley, Calif.-based computer software maker said it is firing 200 people, about 14% of its U.S. staff, and closing most of its regional sales offices in the United States. Borland said it expects to reduce staff at its European operations “in the coming weeks.” The company said it will take a charge against earnings for its fourth quarter, but it didn’t specify the amount of the charge.
