NOT WORTH IT? The Newport Harbor Art Museum has declined to apply for a California Arts Council grant this year for the same reason it didn’t apply last year: According to museum director Michael Botwinick, the cost in staff hours required to submit an application “is not worth” the expected return of roughly $10,500, the amount the museum received from the state for 1992-93.
