The City Council has asked the Police Commission to allow off-duty officers to wear their uniforms while moonlighting as security guards in Hollywood.

The recent fatal shooting of a man outside the Hollywood Palladium prompted Councilwoman Jackie Goldberg to call for permitting private entertainment venues to hire uniformed police as security officers.

In her motion Tuesday, Goldberg said uniformed police acting as security guards would help stem problems in the Hollywood theater and movie districts, which draw 2 million tourists per year.

The Police Department restricts uniformed moonlighting officers to work at high school sporting events and dances, filming locations, movie premieres and public facilities such as the Los Angeles Memorial Coliseum and Sports Arena.

Beverly Hills’ sales tax revenue went up 1.8% during the final quarter of 1993, taking in about $2.8 million, the city manager told the City Council on Tuesday.

Sales tax revenue for the last three months of 1993 rose almost $50,000 over the same period in 1992. The 1993 fourth quarter take was the highest in the past five quarters, a consultant’s survey showed.

“By and large, the Beverly Hills market is doing rather well compared to other cities in Los Angeles County,” said City Manager Mark Scott. The consultant, Hinderliter, De Llamas & Associates, told him that the data indicate the city may be in an economic upswing.

The City Council on Tuesday approved spending $41,900 for a consulting firm to study the impact on traffic of a proposed theater and shopping complex on the 200 block of North Beverly Drive.

The site is a city-owned parking lot, but officials have discussed developing it as a complex that could include 2,800 theater seats and a 250,000-square-foot department store.
