California Highway Patrol investigators are blaming a head-on collision that killed two people and critically injured four others on the rain and the excessive speed of one of the drivers, a CHP spokeswoman said Saturday.

Oscar Sandoval, 20, of Fillmore, was driving about 65 m.p.h. when he changed lanes on the rain-slick northbound Ventura Freeway about 3 p.m. Friday, the spokeswoman said.

Sandoval’s van veered into the center divider near Bates Road at the Ventura-Santa Barbara County line and hit a dirt berm before flying into the top of a convertible carrying three British tourists, the spokeswoman said.

The driver, Jonathan Jenkins, 32, was killed and two passengers in the car, Giles Borrett, 31, and John Ley, 32, were seriously injured, said a spokeswoman at Santa Barbara’s St. Francis Medical Center. Ley is listed in stable condition, while Borrett, who has serious head injuries, is listed in critical condition, the spokeswoman said.

After striking the convertible, Sandoval’s van spun head-on into a car driven by David Much, 33, of Newbury Park, instantly killing his passenger, Rae Hansen Fenzi, 31, of Santa Barbara, the Highway Patrol spokeswoman said.

Both Much and Sandoval were taken to St. Francis Medical Center and were in stable condition Saturday, a hospital spokeswoman said.

CHP investigators said tests done on Sandoval showed that he was not under the influence of alcohol or drugs, and he has not been cited in the accident.
