* Richard V. Plat has been promoted from senior vice president to executive vice president of Pacific Scientific Co., a Newport Beach manufacturer of electrical and safety equipment. He will continue his finance, administration and corporate secretary duties and will remain the company’s chief financial officer. Plat joined Pacific Scientific in 1978 as vice president of finance and administration and was promoted to senior vice president in 1983.
