Club owners will begin three days of meetings in Cincinnati tonight, with the election of a new American League president and discussions of a salary-cap proposal topping the agenda.

Gene Budig, chancellor of the University of Kansas, is the choice to replace Bobby Brown as AL president.

The labor situation is expected to dominate the session. Richard Ravitch, management’s negotiator, is seeking permission to present a salary-cap proposal to the players’ association, which is considering whether to strike during the second half of the season.

Colin Jackson, the 1993 world champion in the 110-meter hurdles, will miss the European Cup at Birmingham, England, June 25-26. Jackson strained a hamstring in training Sunday and withdrew as a precautionary measure.
