*** Madder Rose, “Panic On,” Atlantic/Seed. On the New York quartet’s second album, torrents of spiraling guitar distortion slip under Mary Lorson’s harmonious and nonchalant vocals. The band borrows cool moods from the Velvet Underground but drops in its own smeared pop appeal. The vocals are not wafting and sweet but bruised and streetwise, and the music, though laden with beautiful guitar work, is too savvy to be sappy.

New albums are rated on a scale of one star (poor) to four (excellent).
