OXNARD : Woman Sentenced for Embezzlement

The former administrator of an Oxnard nonprofit organization who fled to the Philippines to avoid prosecution for embezzlement was sentenced to four years in state prison Tuesday, officials said.

Norma Viceo Layug, 54, a former Port Hueneme resident, pleaded guilty to embezzlement and a special allegation of stealing more than $100,000. The sentence was handed down by Ventura County Superior Court Judge Charles R. McGrath.

The FBI arrested Layug in April at Los Angeles International Airport as she returned from the Philippines. She formerly worked for the Channel County Legal Services Assn., where she was a controller.

In 1990, she was charged with embezzlement and grand theft after an audit found that $169,875 was missing, authorities said.

Deputy Dist. Atty. Jeff G. Bennett said Layug, who had worked for the organization since 1978, altered and cashed stolen checks from 1980 to 1988, when she fled to the Philippines.
