Joyce Lowder has been appointed public relations manager for Secure Horizons of California in Cypress. Prior to joining Secure Horizons, a division of PacifiCare of California, Lowder was director of communications for United Western Medical Centers. She was also director of corporate communications for the Koll Co. and owned an independent consulting service.
