A summary of selected City Hall actions last week that affect the Westside.

CITY COUNCIL

* VENICE VENDORS--Approved a five-month pilot program to regulate vendors on the Venice Beach Boardwalk. Under the plan, vendors can operate from 9 a.m. to sunset with a maximum of one six-foot-long table. Previously, vendors could set up early in the morning and take up as much space as they wanted. The city will hire three security guards to enforce the regulations.

* SENIOR CITIZENS HOUSING--Authorized the Community Redevelopment Agency to provide a $1.8-million loan to Salvation Army Hollywood Residences, a nonprofit organization, for the construction of the Hollywood Silvercrest Residence, a 99-unit housing project for low-income senior citizens. The eight-story building is to be located at 5941 Hollywood Blvd.

* SPEED LIMITS--Voted to raise the speed limit to 30 miles per hour from 25 m.p.h. on Beethoven Street between Rose Avenue and the city limits north of Ida Avenue, and on Alla Road between Maxella Avenue and the city limits south of Washington Boulevard.

HOW THEY VOTED

* PARKING RESTRICTION--Voted to restrict parking at all hours on both sides of Ensley Avenue and Warnall Avenue between Eastborne Avenue and Santa Monica Boulevard, and on Eastborne Avenue between Warnall Avenue and Comstock Avenue. Only area residents who obtain permits will be allowed to park on the streets. Councilman Zev Yaroslavsky said residents of the affected neighborhood have complained that employees of the nearby Century City complex were clogging their streets with their cars. Councilwoman Jackie Goldberg argued against the motion, saying parking should not be restricted on public streets. Passed 11-2.
