LAGUNA NIGUEL : Loading Zone to Be Created Near School

Hoping to make the dropping off of children at Moulton Elementary School easier for parents, the City Council this week approved eliminating parking on the east side of Highlands Avenue just north of the school entrance.

A loading zone will be created along Highlands for 150 feet north of the entrance. Members of the Police Auxiliary Citizens Team, who help with traffic control at schools, had suggested the change and said parents had to zigzag around parked cars to find enough curb space to drop off children.

Along with the creation of the loading zone, “No U-turn” signs will be posted on Highlands in front of the school. Although U-turns there are legal, city staff said the U-turns caused congestion and posed a safety hazard.
