A summary of selected City Hall actions this past week affecting Central Los Angeles.

CITY COUNCIL

* NIGHTCLUB RESTRICTIONS: Approved a resolution that will place several restrictions on the operation of Don Quixote’s East Ballroom, a nightclub in Boyle Heights that has been deemed a public nuisance by the Board of Zoning Appeals. Among the conditions placed on the club are that it close at midnight, that all patrons be searched for weapons and that six uniformed security guards be assigned to monitor the off-site parking facility. Residents of a nearby apartment house have complained that patrons of the club are responsible for excessive noise and crime problems in the neighborhood late at night. The owner of the nightclub has countered that the crime problem is a community issue not caused by his patrons.

* STREET LIGHTS: Instructed the Board of Public Works to proceed with a project to install modern street-light poles along Oxford Avenue between Washington Boulevard and the Santa Monica Freeway. The high illumination, 25-foot poles are expected to improve the safety of vehicular and pedestrian traffic, as well as serve as a deterrent to crime.

* POLICE TASK FORCE: Approved the transfer of $55,000 from the reserve fund to the police overtime fund to pay detectives working overtime with the Los Angeles Metro Task Force on Violent Crime. The FBI will reimburse the reserve fund. The 15-member task force is an outgrowth of an informal joint FBI and Police Department task force that was involved with the arrests of suspects in the beating of trucker Reginald O. Denny on the first evening of the 1992 riots.

* STREET CLOSURE: Approved the closure of the south side of San Marino Street between Irolo Street and Ardmore Avenue on Saturday from 9 a.m. to 4 p.m. for the eighth annual Children’s Health Care Fair, an event sponsored by the Korean Health Education group.

* BLOCK PARTY: Approved the closure of Van Ness Avenue between 3rd and 5th avenues on Saturday from 8 a.m. to 8 p.m. for the 74th Street Block Club’s block party.

How South-Central and Eastside City Council representatives voted on selected issues.

* FAMILY HOUSING: Authorized the Los Angeles Housing Department to issue a $992,000 loan to the Canaan Housing Corp. for development of the Canaan Housing Project at 641-647 E. 27th St. The seven-unit, townhouse-style development will be comprised of three- and four-bedroom units for low-income families. Passed 13-0. Voting yes: Richard Alatorre, Mike Hernandez, Mark Ridley-Thomas, Rita Walters, Nate Holden, Rudy Svorinich Jr. Absent: Jackie Goldberg.
