LA HABRA HEIGHTS : City Manager Leaves for Pomona Post

City Manager Noelia Chapa has resigned to become finance director of Pomona, her hometown.

Chapa, 39, said her new job represents another step toward her goal of managing a large city. The population of La Habra Heights is 6,500; Pomona has a population of 138,600.

She began working for La Habra Heights in 1986 as an administrative assistant and was appointed city manager in 1991. Chapa managed 12 employees as city manager. She will oversee a staff of 22 in Pomona’s finance department.

Joe Perez, the assistant city manager, was named interim city manager by the council last week. Perez, 28, said he is a candidate for the permanent position, though he is unsure when the council will select Chapa’s successor. He was hired by Chapa in 1991 as an administrative assistant and became assistant city manager last year.
