A summary of selected City Hall actions in this past week affecting Central Los Angeles.

CITY COUNCIL

* EASTSIDE CLEANUP: Authorized the Community Redevelopment Agency to provide a $300,000 contract to Barrio Planners Inc. for an Eastside cleanup program. The program, centered in Boyle Heights and Lincoln Heights, will focus on graffiti removal and trash pickup.

* EMERGENCY RESPONSE SYSTEM: Approved a $136,000 contract with Emergency Response System Inc., to monitor and maintain 700 electronic devices for low-income individuals in the city, 60 years or older, who are frail or handicapped and who live alone. These devices can be used to alert a response center when the person is in need of emergency assistance.

* LATCHKEY CHILDREN: Approved a contract with the state Department of Education that provides $204,000 to fund the Latchkey Child Care Program through June 30, 1995. The program provides child care services for 164 children at six recreation centers throughout the city, including the Evergreen, South Park, Echo Park and Eagle Rock facilities. The program includes arts and crafts instruction, tutoring, organized games and safety education.

* EMPLOYEE RELOCATION: Authorized the Department of General Services to negotiate a lease for space at 221 N. Figueroa St. for the relocation of most of the employees currently assigned to floors five through 24 at City Hall, which will soon be undergoing major seismic renovation work. The repairs are expected to take two years. Some employees on those floors, including those of the Bureau of Engineering, are slated to move to 600 Spring St.

* AHMANSON DONATION: Accepted a $100,000 donation from the Ahmanson Foundation to the Project Restore Trust Fund, to be used for the restoration of the decorative art and stenciling of City Hall’s Main Street Lobby.

HOW THEY VOTED

How South-Central and Eastside City Council representatives voted on selected issues. * AIDS PROGRAMS: Authorized the Community Development Department to sign agreements that provide 19 AIDS prevention programs with funds totaling $850,000. Among the programs selected and the money they are to receive are Prototypes ($75,000), Jovenes ($65,000), California Drug Consultants ($60,000), Clinica Oscar Romero ($55,000), AIDS Project L.A. ($50,000) and the Watts Health Foundation ($50,000). Also approved a $150,000 contract with Childrens Hospital to assess the efficiency of AIDS prevention strategies for youth. Passed 12-0. Voting yes: Richard Alatorre, Jackie Goldberg, Mike Hernandez, Nate Holden, Mark Ridley-Thomas, Rudy Svorinich Jr. and Rita Walters.
