STANTON : City Revises Powers of Manager

Department heads in the city will now report to City Manager Greg Hulsizer. They will also be hired by Hulsizer, who has been working for the city for a little over a year.

The City Council voted last week to amend the city code, which requires that the council hire all department heads, such as the directors for public works and community services.

The city decided to revise the city manager’s powers at a workshop in December, 1993. Hulsizer said it is standard procedure in most cities for department heads to be hired by the city manager.

A contract establishing levels of compensation, severance pay and other benefits also will be drawn up between the city manager and the department heads under the new ordinance.

But Hulsizer is not invincible, as Councilman Harry Dotson pointed out just before voting: The city manager is under contract by the City Council and must report to the council.
