David V. Shuter has been appointed president of Powers Design International’s Advanced Transportation Systems division. Before joining the company, Shuter was the executive director of the Orange County Fixed Guideway Agency, which is involved in planning for advanced urban rail in Orange County. Shuter was in the Marine Corps for 31 years, retiring in 1990 as a brigadier general.
