WESTMINSTER : Zoning Change Clears Way for Townhome Project

The City Council has approved a zone change for two parcels on Trask Avenue, where a Seal Beach developer is proposing to build more than three dozen townhomes.

In approving the request last week, council members said the project will improve the neighborhood and raise property values in an area that has begun to deteriorate in recent years.

The zone change to high-density residential will pave the way for the Olson Co. to build 69 three-bedroom, two-car garage townhomes on 2.7 acres of land currently zoned for industrial and medium density residential uses.

Vacant farm buildings are on the larger of the two lots--a 1.98-acre parcel--and a boarded up house is on the adjacent lot, which is less than an acre. The structures will be demolished and the two lots combined, officials said.

After a public hearing in October, the Planning Commission voted unanimously to recommend approval of the zone change.

The owner of a nearby property, Ken Houghton, opposed the zone change, saying that the proposed project will create traffic problems and would not blend with the single-family homes, apartments and businesses in the neighborhood.

The developer is planning to sell the townhomes for about $140,000 each.
